It is by assemblage artist Robert Villamagna of Wheeling, WV (www.robertvillamagna.com). The name of the image is "Surrender Rabbit."

    Robert's work is amazing. He's a regular at State College, at least he's been there every time I have, and he usually wins an award so he's there on the years I haven't been able to get in also.
